Tony Hancock plays Anthony Hancock, a disaffected London office clerk who catches the train to Waterloo Station every morning. Each commuter wears a bowler hat and carries an umbrella, and Tony rebels by hanging his umbrella the opposite way. After being caught drawing faces instead of working, he becomes obsessed with becoming an artist, particularly after meeting Paul, an emerging very talented artist who admires Tony's "infantile art". Inspired by the bohemian lifestyle in Paris, Tony adopts a cow as a companion and tries to pass off his mediocre work as genius, impressing Sir Charles Broward, a wealthy art collector.
