A serial killer is stalking New York City, targeting victims with brutal axe murders. Inspector Frank Sinatra as Sergeant Edward X. Delaney, nearing retirement, is determined to unravel the case, driven by his ailing wife Barbara (Faye Dunaway) who is hospitalized with a rare kidney affliction. As Delaney delves deeper, he discovers a pattern of similar attacks, leading him to suspect a killer who is confident in his ability to evade capture.
