Jackie Chan stars as Sgt. Dragon Ma Yue Lung, a Hong Kong police officer transferred to the district of Sai Wan, where he must contend with a gangster kingpin, anti-Manchu revolutionaries, runaway pirates, and corrupt authorities. He teams up with a group of unlikely allies, including Ms. Pak (Rosamund Kwan), Carina (Carina Lau), and Yesan (Maggie Cheung), to take down the corrupt superintendent and the true enemy: the empress dowager's agents. The film is a sequel to the 1983 action-comedy Project A, with Jackie Chan reprising his role as the titular character.
