In 1950, one month after North Korea's invasion of South Korea, Dean Hess, a small-town minister from Ohio, is struggling with guilt over an incident from World War II where he accidentally dropped a bomb on an orphanage in Germany, killing 37 children. He volunteers to return to the cockpit, leaving his wife behind, and finds himself back in combat training Korean pilots when young orphaned refugees begin gathering at the airbase. Hess takes pity on the children and establishes a shelter for them, eventually helping hundreds of orphans escape North Korea and settle in a new home.
