Lino Banfi stars as comissario Pasquale Bellachioma, an unsuccessful police detective desperate to score a success before being transferred to a remote village in Trentino's mountains. He kidnaps a woman, mistakenly believing she is a German cross-dresser named Andrea Ritter, with the intention of using her as bait to capture a killer targeting the head of state of a middle Eastern oil country. With Cavicchioni's help, Bellachioma infiltrates a gala dinner and saves the sheik from harm, scoring his career in the process while developing feelings for Andrea, who eventually reveals herself to be a woman after they share a kiss. The film follows Bellachioma's journey as he navigates this internal conflict and confronts the killer, ultimately delivering a passionate declaration to Andrea outside a public bathroom.
