Strangeland

"Strangeland", a 1998 American horror film directed by John Pieplow and written by Dee Snider, centers around police Detective Mike Gage (Kevin Gage) trying to save his city and daughter Genevieve from an online predator known as Captain Howdy, who tortures teenagers through ritual pain. The case takes a dark turn when Captain Howdy is deemed insane and released, only to wreak havoc again with a twisted form of revenge on those who wronged him in the past.
