A young district attorney, Al Reilly (Timothy Hutton), investigates a corrupt police detective, Mike Brennan (Nick Nolte), who has a dark side and is connected to organized crime figures. As Al delves deeper into the case, he reunites with his ex-lover Nancy Bosch (Jenny Lumet) and enlists her new protector, Bobby Texador (Armand Assante), a powerful crime boss. Despite his efforts, Al discovers that his hands are tied by corruption within the NYPD, particularly his own boss Kevin Quinn (Patrick O'Neal). The case ultimately leads to tragic consequences for Al and those around him.
