In 1971, General Xiao Cheng-chun rules the Imperial City with an iron fist, inspiring fear in its inhabitants. Three young fighters, He, Jiao, and Feng, come to his aid after Lei is injured while trying to assassinate him, but are later seized. With the help of Zhu, a cook, and Gui, a girl who suspects Hai and Jiang of being controlled by Xiao, the group of eight youngsters - descendants of late patriotic generals killed by Xiao - unite to fight back against their oppressor.
