In Miami, a police department's burglary task force, led by Ernie (Dom DeLuise), struggles to convict criminals due to low conviction rates. To change their approach, they set up a sting operation at a pawn shop where thieves bring in stolen goods, recorded on a portable VHS camera. As the operation continues, they encounter various suspects, including mobsters and quirky customers, while dealing with threats from Carmine (Marc Lawrence), a notorious crime boss.
