In this whimsical and musical romp set against the backdrop of the Congress of Vienna, a clever Austrian prince concocts a plan to keep his Russian rival, Tsar Alexander I, occupied by surrounding him with beautiful women and away from the negotiating table – but the Czar has a cunning countermove of his own. As hilarity ensues, love blossoms between Christel, a charming glove seller, and both the real Tsar and his doppelgänger, Uralsky, while Prince Metternich's spies weave in and out of the plot.
